If this report contains anything an experienced hang glider let alone a HG manufacturer doesn't know, the abstract certainly failed to hint at that.

I have no idea who would be willing to pay $2500 to read that.

Also in case you think this predicts resurgence of HG, note that market size is usually given in dollars, not units sold and certainly not number of pilots. Increasing popularity of more expensive materials such as carbon and laminate sails alone is responsible for a lot of that projected "growth" if I were to guess.
